File undertakings that no manual scavenging will be permitted: Madras High Court to local authorities
On Wednesday, the Madras High Court instructed municipal authorities across the state to ensure that manual cleanings are not carried out within its jurisdiction and submitted a written commitment (Safai Karamchari Andolan V. Union of India and others).
The Chambers of the Chief Justice Sanjib Banerjee and Judge PD Audikesavalu are hearing various petitions on this issue, including a petition from the NGO Safai Karamchari Andolan.
"All Commissioners of Municipal Corporations across the State and heads of the Municipalities should file written undertakings to the effect that no manual scavenging work would be permitted to be undertaken within the relevant corporation or municipality areas," the Court ordered.
The High Court also reiterated that if any manual cleaning activity case reports within its jurisdiction, the head of the municipal agency and the company commissioner will assume personal responsibility.
